MSNJ continues to meet with legislative leaders about the ambulatory care facility tax. We have obtained agreement in principle from Acting Governor Codey and Assemblyman Greenwald that this tax burden should be lessened and that legislation should be passed to sunset the law. A sunset provision would have the same practical effect as a repeal. The timing on a sunset provision and how the necessary legislation will dove-tail with the budget process is not yet clear. We have also obtained agreement that the objectionable language in the law—that allowed the Department of Health and Senior Services (DHSS) to increase the scope of the law—will be removed.

Msnj and the New Jersey Hospital Association (NJHA) have joined forces to be responsive to the concerns of both the physician community and hospitals. For details, view a joint release of MSNJ and NJHA.

Assembly Bill 3122: Scope-of-practice for chiropractors

On Monday, November 19, 2007, MSNJ president, Richard J. Scott, MD, presented testimony to the New Jersey Assembly Regulated Professions and Independent Authorities Committee in opposition to this bill that would expand chiropractors’ scope of practice.

House of Representatives Bill 1425

This bill, known as the Paul Wellstone Mental Health and Addiction Equity Act of 2007, seeks to grant greater access to mental health and addiction treatment and prohibit health insurers from placing discriminatory restrictions on treatment. It is currently in the House Budget Committee. Michael T.
